On March 30, 1989, the staff held a telephone conference call with Consumers Power Company representatives with the objective of discussing Class lE qualification of equipment proposed to be used by the Palisades Plant ATWS mitigation/prevention circuits. The enclosure to this letter contains notes of the call, the resulting action items, and a'statement relating to staff's conclusion regarding review prior to implementation of the ATWS circuits.
Compliance of equipment qualification with 10 CFR 50.62 will be determined by a post-implementation inspection.

TELEPHONE CONFERENCE CALL WITH CONSUMERS POWER COMPANY MARCH 30, 1989 The main purpose of these notes 1s to document the Action Items agreed upon in a telephone conference call (telelcon) with Consumers Power Company, licensee for the Palisades Plant, held on March 30, 1989, By letter dated June 20, 1987, the licensee forwarded to the NRC a seismic report issued to Telemecanique, Inc. supporting the claim of qualification for the* JlO series relay as qualified Class lE device. The licensee proposes to use the relay in safety-related circuits and also use it as a qualified isolation device between safety-related circuits and non-safey-related circuits.
During the telecon, the licensee was infonned that the Telemecanique report did not invoke 10 CFR Part 50, Appendix B and 10 CFR Part 21 for Class lE devices and did not specifically identify the relay models tested or in use at the Palisades Plant. The report also did not properly address how modifications to these relays would be handled.
In addition to discussing the seismic report, the licensee told the staff that an equipment change has been made in the ATWS circuits. The licensee had planned to replace the existing dual setpoint indicators with triple setpoint indicators; however, the triple setpoint indicators failed the seismic tests and now the licensee is planning to use Rochester Instrument Systems (RIS) Model ET-1219.
The licensee indicated that the ET-1219 may also be used as an isolator.
The Action Items agreed to by the licensee are:
- 1.
The licensee will up-grade the seismic. report on the Telemecanique relay to include all of the criteria required for the qualification of a Class lE device and to identify the specific relays in use in the ATWS circuits.
- 2.
The licensee will provide the qualification reports for the RIS Model ET-1219 setpoint generators.
- 3.
For any device to be used as an isolator, the licensee will qualify the device to the criteria contained in Attachment 2 to the 11-3-86 RAI. This is in addition to the IEEE 323 and 344 qualification of Class lE equipment.
The staff has concluded that the above mentioned reports need not be submitted for staff review prior.to the implementation of the ATWS c.ircuits by but instead should be made available at the Palisades Plant for staff review during an onsite post-implementation of the ATWS circuits.
