Dear Mr. Tiernan:

SECY LFMB DCrutchfield The NRC Confirmatory Order dated June 14, 1984, required the Safety Parameter Display System (SPDS) to be fully operational, including the completion of system verification and operator training, by October 1, 1986 and October 1, 1987 for Calvert Cliffs Units 2 and 1, respectively.

Your letter dated June 12, 1986,. requested a 1 year extension of the scheduled operational.date for the Calvert Cliffs Unit 2 SPDS.

This request was later modified by your submittal of September 18, 1986, which requested that the operational deadlines for the SPDS of both Units 1 and 2 be extended "to start-up following the Unit 1 Cycle 9 refueling outage currently scheduled for the spring of 1988."

These letters outlined several problems being experienced that are preventing BG&E from providing an operational SPDS by the required deadlines.

It appears that BG&E is diligently attempting to pursue resolution of these problems and that good cause does exist to justify the extension of the required operational dates for the SPDS of each unit.

Based upon the above information and in accordance with the provisions of Section IV of the aforementioned Confirmatory Order, the required completion dates for establishing a fully operational SPDS with system verification and operator training completed are hereby extended to July 1, 1988 for both Calvert Cliffs Units 1 and 2.

These deadlines are established to provide a date certain.

This is an interim deadline for each unit.

It is acknowledged that the installation of the SPDS for each unit is contingent upon the actual commencement dates of the spring 1987 refueling outage (for Unit 2 SPDS installation) and the spring 1988 refueling outage (for Unit 1 SDPS installation), and that these outage dates may slip.

. As such, the granting of these extensions is conditional upon the following provisos:

1) BG&E shall submit to the NRC final estimated SPDS operability dates no later than April 1, 1987 for Unit 2 SPDS and by April 1, 1988 for Unit 1 SDPS.

In addition, these submittals shall describe any deviations from the July 1, 1988, operational deadlines and the justification for such deviations, and 2) BG&E shall provide quarterly reports to the NRC commencing January 1, 1987, concerning the progress in establishing the fully operational SPDS for each unit, the status of the SDPS software development and testing, and the identification and status of the critical path item for the operability of the SPDS.
