SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-325/87-03 AND 50-324/87-03)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

William H. Ruland on February 1-28, and March 3 and 4,1987. The inspection

included a review of activities authorized for your Brunswick facility. At the

conclusion of the inspection, the findings were discussed with those members of

your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violation, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

In addition, to your response to the enclosed violation, you are requested to

address your actions with respect to the problem with control board

walkdown/ review discussed in paragraph 6 of the enclosed report.

We are also concerned with your work practices and handling of nonconformances,

addressed in paragraph 9 of the enclosed report, in the area of cable tray

supports, that necessitated the issuance of a QA Notice of Deficiency.

Although, at present, no violation is being issued in this matter and no formal

response to us is requested, we will be closely following your hardware and

programmatic corrective action.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
