NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-324 Brunswick 2 License No. DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on February 1-28, 1987, a violation of NRC requirements was identified.
The violation involved exceeding the PWR fuel assembly capacity in the spent fuel pool.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:
Technical Specification 5.6.3, requires that the fuel storage pool shall be maintained with a storage capacity limited to no more than 144 PWR fuel assemblies.
Contrary to the above, the spent fuel pool storage capacity was not riaintained with a capacity limited to 144 PWR assemblies in that the fuel' pool storage capacity was 160 PWR assemblies on and before February 28, 1987.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achjeved. Where good cause is shown, consideration will be given to extending the f esponse time.
