On behalf of the personnel of MHB Technical Associates who will serve as observer (s) for the Attorney General of the Commonwealth of Massachusetts during the Pilgrim inspection currently scheduled for July of1988 19P8,,I acctpt the protocol as letter to Mr. Charles Barry transmitted with your June 1, (copy attached) as applicable to the MHB observer (s) at the inspection. We request that a copy of the NRC inspection plan be provided to MHB to assist in our preparation for the inspection.

ENCt.05URE Guidelines for Accemoanteent on the Intecrated Assesment Team Inspection The following are guidelines for accorpanteent during NRC's Ptigrtre Integrated Assessment Team Inspection.

1. The observer is to make arrangements with the Itcanses for site acesas training and badging.
2. The observer shall be available throughout the inspection and will accca-pany NRC inspectors. Ceemunicatten with the licenses will be through the appropriate NRC team marber, preferably the test leader.
3. When the conclusions ir observations made by the Commonwealth of Massachusetts observer art substantially different from those of the NRC inspectors, Ccemenwealth of Massachusetts will nake its observations immediately kncwn to the tespection team leader and available in writing to the NRC and the lictniec, in order that NRC can take the necessary actions to nett its regulatcry responsib111ttes. These ccamunications will be.pubitely avallible, similar to NRC inspection reports.

NRC inspectors are authertred to refuse to persit centinued acec paniment by the Cemenwealth of Massachusetts observer if his conduct interferes wtth a fair and orderly inspectlen.

will not nomally be provided access to proprietary infomation. No license material may be removed frem the site or Itcenseo possession without NRC approval. '

6. The Comenwealth of Massachvietts cbserver in accespanying the NRC inspectors pursuant to these guidelines does so at his cwn risk. The NRC will accept no responsiblitty for injuries and exposures to hamful substances which may cecur to the accespanying f acividust duttne the inspection and will assume no liability for any incidents associated with the accespantment.
