WITHDRAWAL 0F TECHNICAL SPECIFICATION CHANGE REQUESTS Baltimore Gas and Electric Company (BG8E), by letter dated February 18, 1987, withdrew Technical Specification (TS) Change No. 6 as requested in the BG8E submittal of July 31, 1986. This change (No. 6) proposed to modify the Units 1 and 2 TS Limiting Condition for Operation 3.1.1.4 by raising the upper limit for moderator temperature coefficient (MTC) above 70% Rated Thermal Power (RTP) 'from the current limit of less positive than + 0.2 E-4 delta k/k/*F to a proposed limit of less positive than + (1.16 .66P) E-4 delta k/k/*F where P is the Fraction of Rated Power.

The proposed increase _in MTC to less than +0.50 E-4 delta k/k/ F at 100% RTP would have necessitated the raising of the reactor coolant system (RCS) pressure feed line breaklimit above (FLB) 110% of design pressure event concurrent forof with a loss theA.C. safety (analysis LOAC) power. of the We understand that you currently are withdrawing this request because the NRC staff is requiring you to provide further justification for permitting the peak pressure experienced during the FLB with a LOAC to exceed 110% of design RCS pressure. It is further understood that ycu may elect to resubmit 4

this requested change at a later date with additional justification and/or modification as required.

This requested change was published previously in the Federal Register as a " Notice of Consideration of Issuance of Amendments to Facility Operating Licenses and Opportunity for Prior Hearing" (51 FR.40866) on November 10, 1986.

As no ccmments or requests for prior hearing concerning this requested TS change have been received by the NRC, we therefore concur in your requested withdrawal.
