The Nuclear Regulatory Commission (NRC) has sent to the Office of the i

Federal Register for publication the enclosed final amendments to 10 CFR 1

Parts 40, 51, 74 and 150 relating to the reporting requirements applicable C

to NRC and Agreement State licensees concerning the submission of material balance reports of source material and special nuclear materials.

The final rules eliminate the requirement in Parts 40 and 150 to submit a statement of material balance for U.S. Origin source material for all licensees except those reporting under the US/IAEA Safeguards Agreement.

h They also eliminate the requirement in Part 74 to report composition of ending inventory on DOE /NRC Form 742C for all licensees except nuclear reactor licensees and licensees reporting under the Agreement. The NRC has detemined that these amendments will reduce the reporting burden on licensees without affecting its ability to satisfy existing international-.-

and domestic safeguards.

The amendment to Part 5'1 is administrative in nature, adding Part 51 to the list of regulations which are categorically excluded from requiring environmental impact statements.

The effective date of these amendments will be 30 days after publication in the Federal Register.
