Attached is a memorandum from Region III's fire protection specialists and j

their section chief expressing their concern that fire pump testing re-quired by existing and proposed technical specifications do not adequately  ;

seet the requirements of NTpA-20.

I l Tor Region III's operating sites we have one plant, Point Beach, whose l tochnical specifications do not specify any flow and head requirements t l

fi.r surveillance testing of the fire pumps. Other operating plant technical [

specifications and at least one draft specification (Callaway) require I

}

1 testing of ' fire pumps at flows and heads dich do not meet our inspector's i j interpretation of NTpA-21 l k( Out Division management finds r.he words in NFPA-20 concertdas yearly test-ing of fire pumps in Chapter 12-3.1 to be ambiguous lacking specificity.

I

.)

Nowever, our fire protection engineer's position is that the fattetr_and field performance test _ requirements of Chaptar.3 of MFFA-20 apply.to  !

i j yearly testing. Their interpretacion is supported by the "Fire Protection i j Nandbook", Fourteenth Edition, section 11 Chapt 9r 4. Paragraph "g". l i

i la light of the ab;,ve we ask that you provide us with the following NRC l positions: l J 1. What are the flow and head requirgagga for the surveillance testing of fire pumps required by the Technical specification for Point Beacht .

"l l

J

2. What are the yearly fire pump testing requirements for licensees who J

are committed to NRR tranch Technical Position ApCSB 9.5.1 Appendix j A, which references NFTA-207  ;

1 l

We assume that if the NRC position is in agreement with our fire taspector's l j position that you will take the appropriate steps to correct existing and l

' future tee.hnical specification requirements. i 1 *
