Attached is a memorandum from Region III's fire protection specialists and their section chief expressing their concern that fire pump testing re-j quired by existing and proposed technical specifications do not adequately seet the requirements of NTpA-20.

Tor Region III's operating sites we have one plant, Point Beach, whose l

tochnical specifications do not specify any flow and head requirements t

l fi.r surveillance testing of the fire pumps. Other operating plant technical

specifications and at least one draft specification (Callaway) require I

testing of ' fire pumps at flows and heads dich do not meet our inspector's j

interpretation of NTpA-21 l

Out Division management finds r.he words in NFPA-20 concertdas yearly test-ing of fire pumps in Chapter 12-3.1 to be ambiguous lacking specificity.

Nowever, our fire protection engineer's position is that the fattetr_and i

field performance test _ requirements of Chaptar.3 of MFFA-20 apply.to j

yearly testing. Their interpretacion is supported by the "Fire Protection i

j Nandbook", Fourteenth Edition, section 11 Chapt 9r 4. Paragraph "g".
