Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(INSPECTION REPORT NOS. 50-325/88-34 AND 50-324/88-34)

This refers to the Nuclear Regulatory Commission (NRu) inspection conducted by

William H. Ruland on September 1-30, 1988. The inspection included a review of

activities authorized for your Brunswick f acility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. One violation, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Nonice

of Violation. An additional violation involving operator lack of attentian was

also identified. However, since you have not had adequate tine to fully

implement corrective actions that may have prevented the Villation, the

violation is not being cited. The details pertaining to this violation are

described in paragraph 5.b of the enclosed inspection report.

Your attention is invited to an unresolvad item identified in the inspection

report. This mitter will be pursued during future inspections.

In accordance w:tb Section 2.790 of the NRC's "Rules of Pr.ctice." Part 2,

Title 10, Ccde of Federal Regulaticns, a copy of tnis letter and its encicsures

will be placed in the NRC Public Docu ent R::m.

The resp:nses directed by this letter and its enclosures are rot subject to the

clearance precedures of the Of fice of Managr: tent and Budget as e equired by the
