ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick 1 and 2 License Nos. OPR-71 and DPR-62 Dur' ig the Nuclear Regulatory Co enission (.. AC ) inspection conducted on Sep ember 1-30, 1988, a vio'ation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enfercement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

10 CFR 50, Appendix B, Criterion 111, Design Control, requires that ef fective measures be established to assure that applicable regulatory requirements and design bases are correctly translated into drawings.

Such design bases iticluded that of T S 3. 6.1. 7. , which states that the calculated peak containment internal pressure related to the design basis accident, Pa, is 49 psig.

Contrary to the above, effective measures to incorporate design bases into drawings were not established in that drawing FP-9700 for primary containment boundary valve 1/2-E51-F040 (Reactor Core Isolation C'oling steam exhpust line check valve) specified a 25 psig disk design maximum pressure instead of Pa.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power ar.d Light Ccmoany is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (1) acmission or denial of the violation, (2) the reasons for the violation if adnitted, (3) the corrective steps which have been taken and the results achieved. (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
