Dear Mr. Beckham:

We have completed our review of Georgia Power Company's (GPC) submittals dated January 6, February 28, and March 10, 1986 regarding the.

inspection and repairs performed on the Hatch Unit I recirculation, residual heat removal and reactor water clean-up system piping, recirculation safe-ends and core spray spargers during the 1985 outage.

We conclude that the reactor coolant piping systems and core spray spargers inspection and repairs performed during the 1985 outage provided assurances that Hatch Unit 1 can be safely operated for the next 18-month fuel cycle. I Because of uncertainties about the long term behavior of the piping, we require that the plans for the inspection and/or modifications of the recirculationandanyotherservigesensitiveaustenticstainlesssteel piping systems operating over 200 F be submitted for our review ar.d comment at least three months before the start of the next refueling outage. For the two repaired welds showing lack of fusion in the first two layers, we request that the welds be ultrasonically inspected during the next refueling outage to assure that no growth of these repair defects has occurred.

We recommend that an air bubble test be performed on the core spray

• spargers at the next retueling outage to determir.a ~if any significant cracking occurred in the non-visible sections o' :he spargers.

To provide GPC some relief in outage scheduling, we will not require  !

staff review and approval of core spray sparger inspection results unless new cracking growth of existing cracks in the sparger and associated piping or evidence of degradation in-the clamping devices is l
