REFERENCE:
Memo from R. Fraley to V. Stello, subject as above, dated January 23, 1986 The following information is provided in response to those specific items in the referenced memorandum that pertain to the Office of Nuclear Reactor Regulation.

ACRS Report Related to the N nal Design Ap3roval of the GESSAR II BWR/6 Nuclear Island Design Applicable to Future Plants NRR is in the process of preparing Supplement No. 5 to GESSAR II as well as Revision 2 to the Final Design Approval (FDA). These documents are scheduled for issuance in April 1986. The Supplement will address the comments made in the ACRS report in detail. The FDA revision will remove existing language which restricts the staff from issuing a construction permit or operating license.
The ACRS concluded that the design of this plant does not address all of the concerns described in the Consnission's Severe Accident Policy. The ACRS report further stated that the procedure used by the staff should not be viewed as a preceaent for the handling of future FDA applications. Neither i
the staff nor the Commission intended that the GESSAR II review be a precedent for future applications. The staff's process in this case was as directed by the Commission in Section III.B.3.b of its Severe Accident Policy Statement. This section establishes conditions for certification of the two reference designs previously granted on FDA. Those two designs are GESSAR II and CESSAR System 80 as specifically discussed in the policy I
statement. Future applications will be reviewed in accordance with Section i
III.B.3.a of the policy statement.

Staff Responses on the Davis-Besse Restart Plan i
The staff met with the Subcommittee on Davis-Besse on February 6, 1986 and provided answers to Mr. Remick's questions during that meeting.

Pressurized Thermal Shock of Reactor Pressure Vessels The staff met with the Subcommittee on Metal Components on February 28, 1986 and the full committee on March 14, 1986 to further discuss ACRS concerns regarding PTS. The staff now believes all of these concerns to be resolved.
