ACCEPTANCE REVIEW OF THE LICENSE TERMINATION PLAN OF j SAXTON NUCLEAR EXPERIMENTAL FACILITY Pursuant to your request on March 3,1999, the Decommissioning Branch (DCB) staff has  !

performed an acceptance review of the License Termination Plan (LTP) of the Saxton Nuclear Experimental Corporation Facility. The acceptance review is to judge completeness on the basis of the minimum information required to begin a detailed review. DCD staff has concluded that the licensee did not provide sufficient information to perform a detailed review of the LTP, and recommends returning the LTP to the licensee so that it can resubmit a complete application.

DCB staff compared the submitted application with draft NUPEG-1700,"The Standard Review Plan for Evaluatirg Nuclear Power Reactor License Termint.Sn Plans," and Regulatory Guide 1.179," Standard Format and Content of License Termination Plans for Nuclear Power Reactors."

DCB staff recommends that the licensee include pertinent information in several areas so that the LYP can be complete. Tne site characterization described in the LTP is not sufficiently detailed to determine the extent and range of radiological contamination on the site, and to i provide data for planning further decommissioning acuvities. Also, the information in the Final j Status Survey Plan is not sufficient. As a result, the LTP does not adequately detail the methods and assumptions used to demonstrate compliance with the radiological criteria for license termination. At a minimum, the following items are necessary to complete an LTP:

survey protocols, identification and characterization of each survey unit, data on scans performed, investigation levels, and reference coordinate system established for the site areas.

In addition, the site-specific decommissioning cost described in the LTP is not sufficiently detailed to allow DCB staff to independently estimate the licensee's decommissioning costs and financial assurance.
