EMERGENCY DRILL AT SAXTON NUCLEAR EXPERIMENTAL FACILITY On June 20,1998, I attended an emergency drill held at the Saxton Nuclear Experimental Facility (SNEF). On April 20,1998, a license amendment was issued to the Saxton Nuclear

- Experimental _ Corporation (SNEC) and GPU Nuclear as joint licensees authorizing decommissioning of.the facility. The SNEF was permanently shutdown in 1972 with the fuel and some radioactive components removed at that time. The majority of radioactive material remaining on site consists of activated and contaminated systems and components.

.The major purposes of the drill as stated by the licensees were to demonstrate the licensees' ability to properly respond to an emergency and to maintain proper communications, and to demonstrate the ability of the Saxton Ambulance and Nason #

Hospital to properly handle an injured and contaminated individual.

g The drill scenario involved a worker receiving an injury (compound leg fracture) while 4 1

handling a radioactive pipe outside near the decommissioning support building. The l I accident contaminates the worker and the area surrounding the worker. The mishandling of i material that releases contamination is one of the accidents considered in the SNEF Safety Analysis Report. I observed the prebriefing for drill observers, the conduct of the drill at the SNEF site and at Nason Hospital, and the post drill critique.

A comprehensive drill scenario package was developed by the licensees prior to the drill that described personnel areas of responsibility, drill objectives, drill scope, anticipated sequence

. of events, instructions for drill observers and the drill coordinator, and points of review

- guidance forms that focused observer attention on certain anticipated actions of the drill participants.
