EXAMINATION OF THE SAXTON NUCLEAR EXPERIMENTAL FACILITY (SNEF)

POST-SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT (PSDAR)

By letter dated February 16, 1996, Saxton Nuclear Experimental Corporation (SNEC) submitted the SNEF Decommissioning Plan (DP). The SNEF Decommissioning Environmental Report (ER) was submitted by the licensee on April 17, 1996. On July 18 and November 8, 1996, the licensees (GPU Nuclear Corporation became a joint licensee along with SNEC on May 10,1996) submitted additional information on the DP and ER in response to a request for additional i information from the staff. l Prior to NRC staff approval of the DP and ER. the decommissioning regulations were amended (61 FR 39278, dated July 29,1996). The amended regulations, in part, removed the requirement for Commission approval of a licensee's decommissioning plan; maintained Commission opproval of the license termination plan and opportunity for hearing; required licensee certification of permanent cessation of power operations and permanent removal of fuel from the reactor vessel; and, required submittal of a PSDAR which is to include: a description of planned decommissioning activities, a schedule for their 3 accomplishment, an estimate of expected costs, and the reasons for concluding that the environmental impacts associated with site-specific decommissioning activities will be bounded by appropriate previously issued environmental impact statements. The amended rule further provided that decommissioning plans submitted before the effective date of the rule would be considered the

PSDAR. When proposed amendments to the NRC's decommissioning regulations were published in the FEDERAL REGISTER on July 29, 1996, the licensee requested that the review of the DP and related documents be suspended. When the amended regulations became effective on August 28, 1996, the submitted DP, as supplemented, became the SNEF PSDAR pursuant to 10 CFR 50.82 as amended. The NRC staff has determined that the SNEF PSDAR in combination with the SNEF ER meets the requirements of 10 CFR 50.82(a)(4)(i) regarding the licensees' planned decommissioning of the SNEF, in that, it contains a description of the planned decommissioning activities, a schedule for their accomplishment, an ,

estimate of expected costs, and a discussion that provides the reasons for I concluding that the environmental impacts associated with site-specific l decommissioning will be bounded by appropriate previously issued environmental impact statements. The licensees have chosen the DECON decomissioning option  !

to immediately dismantle and decontaminate the SNEF. The use of the DECON decomissioning option is reflected in the information contained in the PSDAR.

l As of June 2,1997, the NRC staff has received no public coments and questions concerning the SNEF PSDAR which require a response from the NRC ,

staff.
