7 MEMORANDUM FOR: James R. Shea, Director Office of International Programs FROM: Robert F. Burnett, Director Division of Safeguards, NMSS

SUBJECT:

FINAL RULE AMENDING REGULATIONS FOR EXPORT OF BYPRODUCT MATERIALS (10 CFR PART 110) e We have reviewed the proposed rule amendment and have no objection E to its publication in final form. However, we suggest that the Office of International Programs clarify why limiting the permissible activity per source to 10 curies is necessary. As the paper states, and my staff agrees, luminous devices often exceed 10 curies each.
