RULEMAKING PLAN: IMPLEMENTATION OF REVISED SOURCE TERM AT OPERATING REACTORS,10 CFR PARTS 50 AND 52 The Office of the Chief Information Officer has reviewed the subject rulemaking plan and l concurs in it. However, it appears that the rule will affect information collections by adding a voluntary infom1ation collection requirement allowing licensees to apply for a license amendment to use a revised accident source term in design basis accident radiological consequence analyses. Therefore, Office of Management and Budget (OMB) review and approvalis required.

You must submit an OMB clearance package to me in adequate time to ensure complete agency review and concurrence no later than the date the proposed rule is to be submitted to the Federal Register for publication. Accordingly, please modify the " Coordination" statement in the memorandum to the Commission to include the Office of the Chief Information Officer concurrence as follows:

"The Office of Chief Information Officer has reviewed the rulemaking plan for information technology and information management implications and concurs in it. However, the plan suggests changes in information collection requirements that must be submitted to the Office of Management and Budget at the same time the rule is forwarded to the Federal Register for publication."

Under " Supporting Documents Needed" on page 13 of the plan, indicate that an OMB package will be developed. Also, under " Schedule," on page 15, indicate that the OMB clearance package will be submitted to OMS at the same time the proposed rule will be published in the Endaral Register.
