Mr. J. J. Carey, Vice President PADf2 Rdg Tech Branch Duquesne Light Company T. Novak Gray File Nuclear Group OGC Post Office Box 4 E. Jordan Shippingport, PA 15077 B. Grimes J. Partlow

Dear Mr. Carey:

N. Thompson, DHFT

Subject:

Beaver Valley Unit 2 - Detailed Control Poom Design Review (DCRDR)

Interim SER The enclosed Safety Evaluation Report (SER) contains the results of our evaluation of the Beaver Valley Power Station, Unit 2 DCRDR. Assisted by consultants from Lawrence Livemore National Laboratories, we have reviewed your DCRDR Sumary Report and conducted a pre-implementation onsite audit of the DCRDR on February 11 and 12,1986. A Technical Evaluation Report (TER) was prepared by our consultants and is attached to the interim SER. We agree with the technical positions and conclusions presented in the TER.

The organization, process and results of the BVPS-2 DCRDR were compared to the guidelines of Supplement I to NUREG-0737 and Section 18.1 of the Standard Review Plan. DLC has conducted a comprehensive DCRDR and we conclude that DLC has generally satisfied the guidelines of Supplement 1 to NUREG-0737. Several items remain to be completed and must be addressed in a supplemental sumary report to be submitted at least 120 days prior to loading fuel for review and approval by the staff. These items are described in the enclosed interim SER and TER.

This information request affects fewer than 10 respondents; therefore, OPB clearance is not required under P.L.96-511.

Sincerely, Peter S. Tam, Project Manager PWR Project Directorate #2 Division of PWR Licensing-A Office of Nuclear Reactor Regulation
