, Enclosure INTERIM DETAILED CONTROL ROOM DESIGN REVIEW SAFETY EVALUATION REPORT FOR BEAVER VALLEY POWER STATION, UNIT 2 DOCKET NO. 50-412 BACKGROUND By letter dated December 2,1985, Duquesne Licht Company (DLC) submitted its Detailed Control Room Design Review (DCRDR) Summary Report for Beaver Valley Power Station, Unit 2 (BVPS-2). The staff, assisted by consultants from Lawrence Livermore National Laboratories (LLNL), conducted a pre-implementation audit of the DCRDR on February 11 and 12,1986.

DISCUSSION The staff evaluation of the BVPS-2 DCRDR is provided below. This evaluation is based on all information available to date and is organized in order of the DCRDR elements specified in Supplement I to NUREG-0737. A copy of the LLNL Tech-4 nical Evaluation Report (TER) is attached. The staff agrees with the conclusions presented in the TER.

Establishment of a qualified multidisciplinary review team The staff concludes that DLC has established and used a qualified multidisciplinary review team which satisfies the requirement of Supplement 1 to NUREG-0737.

J Function and task analysis to identify control room operator tasks and information and control requirements j Review of the BVPS-2 Summary Report indicates that DLC has successfully accom-plished the system function and task analysis as required by Supplement 1 to NUREG-0737.

7 Comparison of display and control requirements with a control room inventory The staff concludes that DLC has successfully implemented the inventory process and has acceptably accomplished the comparison of control and display require-ments with the inventory.

Control room survey to identify deviations from accepted human factors principles DLC has generally accomplished the control room survey, based on Section 6 of NUREG-0700, in an adequate and systematic manner. However, the audit review team identified several Human Engineering Discrepancies (HEDs) not recorded in the BVPS-2 survey results. In addition, several checklist items have not yet been completed. These items are listed and described in the attached TER. This re-quirement remains an open issue pending receipt and review of a DLC response, in a supplemental summary report, to each of the items listed in the TER.

Assessment of human engineering discrepancies The staff finds that, in general, the DLC HED assessment process is satisfactory and, based on the onsite audit, agrees with most of the assessment results. Two exceptions, described in the attached TER are 1) lack of annunciator prioritiza-tion and, 2) lack of targets on control switches at the alternate and emergency shutdown panels. Final determination of the adequacy of HED assessments will await review of a DLC response in a supplemental summary report.

Selection of design improvements It appears that DLC will satisfy this requirement of Supplement 1 to NUREG-0737.

However, a number of HEDs remain that DLC has committed to correct, but the pro-posed improvements are not yet sufficiently developed to allow our review. These are listed in the TER and must be addressed in a supplemental sunnary report.

Verification that selected imarovements will provide the necessary correction and will not introduce new HE)s The methodology used by DLC to ensure that improvements correct HEDs without introducing new HEDs is acceptable to the staff. Although it appears that DLC will meet the intent of this requirement of Supplement 1 to NUREG-0737, a final evaluation must await a description, in a supplemental summary report, of the Stone and Webster involvement in this process.

l. Coordination of DCRDR activities with other emergency response capability programs The DLC DCRDR coordination effort with other emergency response capability pro-grams appears to be well planned and implemented. The staff concludes that DLC has satisfied this requirement of Supplement 1 to NUREG-0737.

CONCLUSION Based on review of the BVPS-2 DCRDR Summary Report and preimplementation audit conducted February 11 and 12, 1986, the staff finds that DLC has generally satis-1 fied the requirements of Supplement 1 to NUREG-0737. Several items, described l

in the enclosed TER, remain to be completed and must be addressed in a supple-mental summary report to be submitted at least 120 days prior to loading fuel for review and approval by the staff.
