NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-16 As a result of the inspection conducted on May 5-9, 1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), published in the j

Federal Register on March 8, 1984 (49 FR 8583), the folicwing violations were 1

identified:

10 CFR 50, Appendix B, Criterion VII requires that the purchase of l

materials, equipment or services be procedurally controlled and documen-i tary evidence be maintained to assure source evaluation, evidence of j

quality furnished, inspection at the contractor and examination of product 1

j upon delivery. The GPUN Operational Quality Assurance Plan, Section 1

5.1.1.1 also requires evaluation of procurement sources, monitoring of 1

consultants, vendors and contractors and confirmation that purchased items 1

and services meet procurement documents.

Contrary to the above, on May 9, 1986, documentary evidence was not available to demonstrate that source evaluation or oversight of quality furnished or delivered was made for Computech Engineering Services, Inc.

insofar as this organization's involvement in IE Bulletin 80-11.

This is a Severity Level V violation.

Criterion XVII, Appendix B, 10 CFR 50 requires sufficient records shall be maintained to furnish evidence of activities affecting quality, and I

records shall be identifiable and retrievable. GPUN's Quality Assurance Program Section 3.3 requires that quality assurance records for items and j

activities covered under the scope of the GPUN QA Program, and records generated by contractors shall be controlled, accepted, retained and retrievable.

l Contrary to the above, on May 9, 1986, records which would verify that the licensee's initial masonry wall survey conducted in response to IE Bul-J letin 80-11, was performed using controlled procedures and/or instructions i

were either not retained or were not retrievable through the document control system.

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby i

required to submit to this office within twenty days of the date of the letter l

which transmitted this Notice, a written statement or explanation in reply, i

including: (1) the corrective steps which have been taken and the results l

achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is i
