10CFR50.55a -Reply I briefly met with Serpan and Cherny this morning at their request and confirmed that you and I generally agreed as you had outlined in your 1/19/96 note.

I reaffirmed the outcome of the 12/20/96 meeting with Russell and Morrison on the previously proposed 50.55a revision as follows:

-1._ Maintain the 10 year update.

2. Encourage industry to increase support to codes, standards and guidance activities in order to facilitate a transition by NRC to a _less prescriptive, " risk-informed performance-based'; regulatory process.

3. Convey to NRC code co,mmittee participants the strategy of 2 above.

4. Tighten NRC staff /CRGR review of proposed code revisions embraced by regulation to assure backfits are-justified _for mandatory portions.
