OFFICE REVIEW OF PROPOSED AM NDMENT TO 10 CFR 50.55a, ,
" CODE 3 AND STANDARDS" Attached for review and concurrence is a proposed rulemaking. Your concurrence is requested in the form of a memorandum. Also, the directors of the program offices should obtain input from the Regions on this proposed rule, if appropriate. The following is a summary of this request:

Subject:
This'is an amendment to Section 50.55a, " Codes and Standards," of Title 10 of the Code of Federal Regulations (10 CFF,50.55a), to endorse later editions and addenda of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code), and the ASME Code for Operation and Maintenance of Nuclear Power Plants (OM Code). The proposed rulemaking would endorse the 1995 Edition with the 1996 Addenda of the ASME Code with limitation and modification.

Background:
The proposed rulemaking revises a package which was previously transmitted for office review on November 5,1996, in a memorandum from Denwood F. Ross, AEOD, to David L. Morrison, RES, on January 10, if)S7, AEOD expressed a concem that the proposed rulemaking did not adequately address long-term implementation, and recommended that the proposed rule be restructured. As a result of meetings between the program offices to discuss the issues and resolve the concems, the package changed considerably from that transmitted on November 5,1996, for office concurrence. A revised package was transmitted for branch level review on May 2,1997. The enclosures to this memorandum reflect the comments received from the cognizant branches of the affected program offices.
