GENERAL COMMENT
Section 3.2.2 references ANSI /ANS-51.1-1983 which has established a classification system of nuclear safety classes for structures, systems and components of a nuclear power plant.
This classification system consists of four classes:
Safety Class 1 (SC-1), Safety Class 2 (SC-2), Safety Class 3 (SC-3), and Non-Nuclear Safety (NNS).
The principal industry construction codes and standards for j
pressure-retaining components applicable to SC-1. SC-2, SC-3, and NNS correspond to those identified in 10CFR50.55a for Quality Group A and Table 1 of Regulatory Guide 1.26 (R.G.1.26) for Quality Groups B, C and D.
However, the detailed guidance provided in ASNI/ANS-51.1-1983 for fluid system components is not consistent with the guidance in R.G.1.26 and the individual Standard Review Plans in NUREG-0800-1981 for those fluid systems not identified in R.G.1.26.
ANSI /ANS-51.1-1983 has not been endorsed by the NRC and is, therefore, not used by the staff in determining the acceptability of the classification of structures, systems and components.
The following inquiries are the results of an NRC staff review based on current NRC Regulations, R.G.1.26, R.G.1.29 R.G.1.84, R.G.1.85, R.G.1.143 and R.G.1.151, the appropriate SRPs in NUREG-0800, and current NRC staff practice.
RESPONSE
As a designer of the nuclear power block, Westinghouse has the responsibility, even at the design stage, of establishing conformance l
with the criteria.
In addition to considering ANSI /ANS-51.1-1983, NRC regulations, and other published guidance, Westinghouse must ensure that the design bases and expected operational characteristics are supported, to the extent practical, by design
- analyses, experimental verifications, and comparisons to accepted designs or experience gained f rom similar designs.
Consideration of alternate or additional criteria and requirements may be necessary to accommodate unique site characteristics.

ANSI /ANS-51.1-1983 is a complete revision and combination of earlier standards and represents the latest consensus of the nuclear industry on these matters.
It has been prepared to incorporate additional requirements for the design of pressurized water reactor (PWR) nuclear power plants and to address three major areas:
1.
Safety Classes are defined and requirements specified for all equipment and structures according to importance to nuclear safety and capability for maintenance, surveillance testing, and inspection, or into a Non-Nuclear Safety Class.
2.
The concept of Plant Conditions is developed that includes individual process conditions, combinations of process conditions, and the combinations of process conditions and external hazards that could result in simultaneous effects on plant equipment.
3.
Desian Reauirements are provided for all Safety Classes and Non-Nuclear Safety Class in terms of industry codes and standards for each category of Plant Conditions.
In addition, ANSI /ANS-51.1-1983 is responsive to the regulatory requirements of the Nuclear Pegulatory Commission (NRC) including, in part, the code of Feder&1 Regulations Title 10, Part 50, Appendix A, " General Design Criteria for Nuclear Power Plants.'

Our responses to this request for additional information are based on the continued use of ANSI /ANS-51.1-1983 in the APWR Nuclear Power Block.

210.2 In Table 3.2-1, Sheet 2, "Other safety-related supports and hangers" l
of the Reactor Coolant System (RCS) are incorrectly classified Quality Group C and Safety Class 3.
To be acceptable, safety-related supports and hangers of the RCS should be classified to the same Quality Group and Safety Class as the component that is being supported.
RESPONSE
Line Item 15. "Other Safety-Related Supports and Hangers" in the RCS has been revised to note that these items, are to correspond to the function provided by the supported equipment unless failure of the support could not jeopardize the function of the equipment.
210.3 In Table 3.2-1 Sheet 2,
Vessel internals, fuel assemblies, integrated head
- package, CRDM-mechanism, and control rods are incorrectly classified Quality Group C and Safety Class 3.
To be acceptable, these safety-related components should be classified Quality Group B and Safety Class 2.
RESPONSE
Classification of these components has been revised to correspond to ANSI /ANS-51.1-1983, Section 3.3.1.3.g.
The designations of Quality Group C and Safety Class 3 are considered appropriate for these items.
210.4 In Table 3.2-1, Sheet 2, identify those portions of the CRDM-housing that are classified Safety Class 2.
RESPONSE
The CRDM and DRDM housing line items on sheet 2 have been revised to indicate only Safety class 1 for these components.

The present design of the Integrated Safeguards System (ISS) does not i

Sheets 3, 4, 5, and 6 of Table 3.2-1 are revised for consistency with the current design of the ISS.

RESPONSE
The shell side portion of the letdown HX and excess letdown HX do not perform a safety function.
However, to assure the integrity of the HX's, the entire units are constructed to ASME Section III requirements.
The designations of Quality Group D Safety Class NNS, and Q-list N are considered appropriate for the shell side service of these units.

The seal injection heat exchanger has' been included in Table 3.2-1.
In addition, the listings for the CVCS have been revised to agree with the current design of this system.

If so, include these components in Table 3.2-1.

All components within the Containment Air Cooling System have been reclassified to Quality Group B.

210.16 In Table 3.2-1, Sheet 39, the fuel handling machine, spent fuel handling tool, fuel transfer conveyor system and controls, integrated head lifting rig (portions that furnish support for CRDM's) and new and spent fuel storage racks are incorrectly classified Quality Group NA and Safety Class NNS.
To be acceptable, these components should be classified Quality Group C and Safety Class 3.
RESPONSE
The classifications of these components have been revised to Quality Group D as they may contain radioactive material.

210.17 Verify that all components within the reactor coolant pressure boundary as defined in 10CFR Part 50.2 (v) are classified Quality Group A and constructed to Section III, Class 1, of the ASME Boiler and Pressure Vessel Code in compliance with the Codes and Standards Rule, Section 50.55a of 10CFR Part 50, or as a minimum, are classified Quality Group B and constructed to Section III, Class 2, of the ASME Code if the components meet the exclusion requirements of the rule.

Provide a comitment that components constructed to Class 1 of the Code shall be in full conformance with all the articles in Subsection NB of Section III including the Code N-stamp.
RESPONSE
Components that form a part of the APWR RCS pressure boundary as defined in 10CFR50.2(v) are classified as Quality Group A and constructed to ASME Core Section III, Class 1 in compliance with the Codes and Standards Rule 10CFR50.55a.
As a minimum, the RCS pressure boundary components that may be classified as Quality Group B and constructed to ASME Code Section III Class 2 will meet the exclusion requirements of 10CFR50.55a(c)(2).
We fully anticipate that components constructed to Class 1 of the ASME Code will be in conformance with Section NB of Section III of the code.
I 210.18 Verify that component supports are the same Quality Group Classification as the component being supported and are constructed to the same ASME Code Class in ac'cordance with Subsection NF of Section III of the Code.

210.19 Regulatory Guide 1.151 conditionally endorses the Instrument Society l
of America Standard ISA-567.02, " Nuclear Safety-Related Instrument Sensing Line Piping and Tubing Standards for Use in Nuclear Power Plants," 1980 as a basis acceptable to the NRC staff for the design and installation of safety-related instrument sensing lines in nuclear power plants.
Provide a comitment that safety-related instrument design lines for the WAPWR will be in conformance with Regulatory Guide 1.151.

RESPONSE
Regulatory Guide 1.151 generally endorses ISA-567.02 and was 4
developed to provide guidance for the design and installation of instrument sensing lines.
In endorsing this standard, the NRC has presented several additional regulatory positions addressing common l
sensing lines, mechanical design, and environmental considerations.
l Industry standard ISA-567.02 reiterates and clarifies the Westinghouse practice as expressed in the controlling documents, i.e.,
interface requirements and regulations.
Westinghouse utilizes the Engineering Flow Diagram as the approved document to designate the safety classification system boundaries for use by the BOP / Architect-Engineer.
Instrument lines that are attached to the safety class process piping in NPB systems show a continuation of safety class f rom the process piping to the instrument lines and instruments.
Where there is a transition between the safety class, this information is also reflected accordingly.
The following represents the Westinghouse position relative to the additional regulatory positions listed in Part C of the guide:

Westinghouse agrees with this position and includes the appropriate information on the related engineering diagrams.

Westinghouse does not completely agree with this subpart.
There does not appear to be a technical basis for the designation of sensing lines as ASME Class 2 from the restriction device out to the sensing instrumentation.
Upgrading of this portion of the sensing lines to an ASME Class 2 status gives no consideration to design features such as flow restrictors or diaphragms as class separation.
This upgrading of status will be of no added benefit, will not necessarily enhance safety, nor will it make system f ailure l
any less likely.
Rather, consideration should be given to evaluation on a case-by-case benefit-risk assessment basis.

For that portion of the sensing line penetrating the containment barrier, ISA-567.02 now designates an ASME Class 2 requirement; Westinghouse agrees with this classification.
Position 3:
Westinghouse does not agree with this regulatory position.
There does not appear to be a technical basis for the designation of sensing lines as seismic Category I when connected to piping or vessels that are non-nuclear safety and are not designated as seismic Category I.
Upgradir.g of these sensing lines to seismic Category I will be of no added benefit, will not necessarily enhance safety, nor make system failures any less likely.
Rather, they should be evaluated on a case-by-case benefit-risk assessment basis.
Position 6:
Agreement or disagreement with this regulatory position is moot.
Applicable codes and code addenda are clearly established by other documents.

210.21 The Codes and Standards Rule, Section 50.55a of 10CFR Part 50, requires in Part (g) that pumps and valves which are classified as ASME Section III, Code Classes 1,
2 or 3 and whose function is important to safety be designed and provided with access to enable the performance of inservice testing of the pumps and valves for assessing operational readiness set forth in Section XI of the Code.
It is the NRC staff position that design of fluid systems that perform a safety function shall permit pumps and valves to be tested in accordance with Section XI; for example, test return lines for pumps, and leak rate testing lines for valves.
Valves, such as check i
valves, shall be of a type that permits exercising the disc to the open or closed position as required to perform the safety function.
Requests for relief from the Code will not be granted for pumps and valves of the WAPWR that do not meet these requirements.
Provide a commitment that pumps and valves in fluid systems that perform a safety function will be in compliance with part (g) of Section 50.55a and Section XI of the Code.
RESPONSE

10CFR50.55a requires, in part, that systems and components are to be designed, fabricated, tested, and inspected to quality standards conenensurate with the importance of the safety function to be performed.
