PADUCAH AND PORTSMOUTH CERTIFICATE AMENDMENT REQUESTS:

UPDATE OF THE APPLICATION SAFETY ANALYSIS REPORTS - CHANGE IN PROJECTED REVIEW COMPLETION DATE (TAC NOS. L32044 and L32043)

Dear Mr. Miller:

By letter dated August 3,1998, we informed you that our initial scheduled completion date for the action of July 30,1998 was not going to be met due to delays in your staff responding to our request for additional information (RAI). Based upon your staff indicating that the complete response to our RAI dated June 2,1998, would be provided by August 31,1998, and an even later completion date for our RAI dated July 9,1998, we projected a new completion date of December 31,1998. We still have not received a complete response to those sets of RAls.

Your staff has indicated that some internal question about the status of the amendment request has delayed those responses and that a date for when those responses will be sent to the NRC is riot certain. Based on this information, our staff cannot complete our review by December 31,1998. A new completion date of March 31,1999, is being proposed with an understanding that a substantive response to the., two RAls mentioned would have to be received by January 14,1999.

If a substantive response is not received by January 14,1999, our abiiity to complete any further review of the certificate amendment request would have to be re-evaluated. Any effort by your staff to expedite the responses to our RAls would reduce this possibility.

Based on th information, our staff cannot complete our review by December 31,1998, and must project new completion date of March 31,1999.

Further delays in responding to the RAls a subsequent date changen will impact our ability to complete the review in accordance with the w schedule and it could affect our ability to begin a timely review for the anticipated submittal of e Advanced Vapor Laser Isotope Separation (AVLIS) license request. Any effort by your staff expedite the responses to our RAls would reduce this possibility.
