Sections to be changed:
i 3.7.C and corresponding Bases; Section 6.2.2 2.
Extent of changes:
Section 3.7.C is being revised to reduce the Tecnnical Specification 3.7.C.4 requirement for volume of fuel oil in the Diesel Generator Fuel Oil Tank from 14,500 to 14,000 gallons.
Section 6.2.2 is being revised to incorporate 10CFR50.64 snift manning requirements.

Discussion As reported in Oyster Creek Licensee Event Report, LER 84-001, the potential exists for overfilling and underfilling the Diesel Generator Fuel Oil Tank.
Tne current Tecnnical Specification required capacity is 14,500 gallons, and the maximum capacity of tne tank is 14,986 gallons.
When the diesel generator test is run the fuel consumption is approximately 200 gallons for a one hour test.
In addition, the day tank'(capacity 130 gallons) at the diesel generator may be partially full at the start of the test and may require approximately 100 gallons to fill after the diesel generator is started. Tnerefore, about 300 gallons in _ excess of the 14,500 gallon minimum may be required before tne test is started to ensure that tne Tecnnical Specification requirement is met during and af ter the tests.
The reason for the proposed reduction in required volume is tnat the maximum capacity of the _ tank provides insufficient margin above the Technical Specification limit for minimum fuel capacity and, tnerefore, does not allow sufficient operating flexibility.
Tne diesel generator fuel tank supplies fuel for tne standpy Oiesel Generator operation.
The diesel generators provide an emergency source of power to tne IC and 10 4160 Volt buses in the event of a loss of nonnal off-site power.
Inis power is supplied to the equipment required under accident conditions.
Sufficient fuel oil must be available for Diesel Generator operation for the time period required to power post accident loads.

It is intended that sufficient fuel oil be supplied from the storage tank to fuel the Diesel Generators..During the period in which this supply is available (three days) with one diesel generator operating, additional fuel can be obtained or off-site power can be restored.
The Technical Specification change under Oyster Creek License Amendment 60 included the revised consumption of diesel _ generator fuel oil for the three day operation requirement. The revision reduced the fuel consumption requirement from a previous 14,230 gallons to 12,840 gallons as described in the basis for Technical Specification 3.7.
This requirement of 12,840 gallons of fuel is tne worst case considered in the Technical Specification basis. Thus, the basis for the Technical Specification was changed, wnich reduced fuel consumption from 14,230 gallons to 12,840 gallons, while tne Technical Specification itself for the fuel requirement of 14,500 gallons was not changed with Amendment
- 60. A revision of the Technical Specification will De accomplished by this proposed change.
Section 6.2.2 of the Technical Specifications is being revised to be in accordance with the licensed operator staffing requirements outlined in 10CFP.50. 54(m)( 2 ).
The Oyster Creek Nuclear Generating Station has been operating in accordance with these staffing regulations since January 1,-
1984 as required, however, tne Technical Specifications nave not yet

0YSTER CREEK NUCLEAR GENERATING STATION PROVISIONAL OPERATING LICENSE N0. DPR-16 DOCKET N0. 50-219 TECHl(ICAL SPECIFICATION CHANGE REQUEST N0.135 Pursuant to'10 CFR 50.91, an analysis concerning no significant hazards considerations is provided below:
- 1) Section to be cnanged:
Section 3.7.C and the corresponding bases; Section 6.2.2
- 2) Extent of change:
Paragraph 3.7.C has been revised to reduce the minimum Technical Specification requirement from 14,500 to 14,000 gallons of diesel fuel oil. in the Diesel Generator Fuel Oil Tank.
In addition, the bases for Paragraph 3.7 have been revised to reflect these changes.
Section 6.2.2 has been revised to incorporate the requirements of 10CFR 50.54(m).

Examples of amendments that are considered not likely to involve r.
significant hazards considerations were provided in the Federal Register on April 6,1983 (48 FR 14870). Tecnnical Specification Change Request No.135 meets the provisions of example (vi), as referenced above, in that "the results of the change are clearly withir all acceptable criteria with respect to tne system or component specified in the Standard Review Plan".
Technical Specification Amendment 60 included the revised consumption of Diesel Generator fuel oil for the three (3) day requirement.
The figures were revised due to the addition of Security System loads and the removal of the Reactor Building Closed Cooling Water (RBCCW) pump and the' Service Water (Sed) pump from the load requirement Contained in Amendment 42.
Tnis revision reduced the fuel consumption requirement from 14,230 gallons to 12,840 gallons as descrioed in the basis for Technical Specification 3.7.
This 12,840 gallons of fuel is for tne worst case considered in the-Technical Specification basis.
Thus, the basis for tne Tecnnical ' pecification was cnanged to reduce S
fuel consumption from 14,230 to 12,840 gallons, while the Tecnnical Specification itself was not cnanged witn Amendment 00.
Based on Technical Specification Amendment 60, it is proposed that tne requirement in Section 3.7.C.4 be changed to 14,000 gallons.
This will provide operational flexibility for the tank capacity requirement, and still provide about % margin over tne fuel oil requirements of tne worst case considered in the Technical Specification oasis.

- 4) Determination:
We have determined that the subject change request involves no significant hazards in that operation of the Oyster Creek Nuclear Generating Station in accordance with Technical Specification Change Request No.135 would not:
1.
Involve a significant increase in the probability or consequences of an accident previously evaluated; or 2.
Create the possibility of a new or different kind of accident from any previously evaluated; or 3.
Involve a significant reduction in the margain of safety.,

l Standby Diesel Generators

The reactor may remain in operation for a period not to exceed 7 days in any 30-day period if a diesel generator is out of service.
During the repair period none of the engineered safety features normally fed by the operational diesel generator may be out of service or. the reactor. shall be placed in the cold shutdown condition.

For the diesel generators to be considered operable there shall be a minimum of 14,000 gallons of diesel fuel in -

.the standby diesel generator fuel tank.
t Bases:
The general objective is to assure an adequate supply of power-with at least one active and one-standby source of power available for operation of equipment required for a safe plant shutdown, to maintain the plant in a safe shutdown condition and to operate the required engineered safety feature equipment following an accident.
AC power for shutdown and operation of engineered safety feature equipment can be provided by any of four active (two 230 KV and two 34.5 KV lines) and either of two standoy (two diesel generators) sources of power.
Normally all six sources are available.
However, to provide for maintenance and repair of equipment and still have redundancy of power sources the ' requirement of one i
4 active and one standby source of power was established. -The.
Lplant's main-generator is not given credit as a source since it is not available during shutdown. The plant 125V DC power is normally q
. supplied by two batteries, each with two associated full capacity chargers. One charger on each battery is in service at all times with the second charger available in the event of charger failure.
These chargers are active sources and supply the normal 125V DC requirements with the batteries and standby sources. (1)
In applying the minimum rquirement of one active and one standby source of AC. power, since both 230 KV lines are on the same set of towers, either one or both 230 KV lines are considered as a single active source.

The probability analysis of Appendix "L" of the FDSAR was-based on one diesel and shows that even with only one diesel the probability of requiring engineered safety features at the same time as the second diesel fails is quite small. This analysis used information on peaking diesels when synchronization was required which is not the case for Oyster Creek. Also the daily test of the second diesel when one is temporarily out of service tends to improve the reliability as does-the fact that synchronization is not required.
As indicated in Amendment 181to the Licensing Application, there are numerous sources of diesel fuel which can be obtained within 6 to-12 hours and the heating boiler fuel in a 75,000 gallon tank on the site'could also be used. As
. indicated in Amendment 32 of the Licensing Application and including the Security System loads, the load requirement for the loss of offsite power would require 12,410 gallons for a three day. supply. 'For the case of loss of offsite power plus loss-of-coolant plus bus failure 9790 gallons would be required for a three day supply.. In the case of loss of offsite power plus loss-of-coolant with both diesel generators starting the' load requirements (all equipment _ operating) shown there would not 'be three days' supply.
However, not all of this load is required for three days and, after evaluation of the conditions, loads not required on the diesel will be curtailed.
It is reasonable to expect that within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> conditions can be evaluated and the following loads curtailed:
1.
One Core Spray Pump 2.
One Core Spray Booster Pump 3.
One Control Rod Drive Pump 4.
One Containment Spray Pump 5.
One Emergency Service Water Pump With these pieces of equipment taken off at 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> after tne incident it would require a total consumption at 12,840 gallons -for a three day supply. Therefore, a minimum technical specification requirement of 14,000 gallons of diesel fuel in the standby diesel generator fuel. tank will exceed the engineered safety features operational requirement after an accident by approximately 9%.
