ON LESSONS LEARNED FROM THE IMPROVED TECHNICALSPECIFICATIONS (ITS) CONVERSION (TAC NOS. M98738, M98778, M98779, M98803, M98984, AND M98985)

INTRODUCTION A meeting was conducted on September 9, 1999, between the Nuclear Regulatory Commission (NRC) staff and the above licensees.

The meeting was held at the request of the licensees to discuss the lessons learned from their joint effort to convert the current Technical Specifications (CTS) to the Improved Technical Specifications (ITS) for the above facilities. The notice for the meeting was issued on August 30, 1999.

Attachment 1 is the list of attendees. is the handout provided by the licensees.

The handout has the slides on the left-hand-side of the pages with space on the right-hand-side of the pages for notes.

BACKGROUND In October 1995, the four licensees formed a joint effort to convert the'CTS to the ITS for the plants and in letters dated May 15, and June 2, 1997, the licensees submitted applications for each of their plants. The ITS for the plants were based on:

NUREG-1431, "Standard Technical Specifications for Westinghouse ~

Plants," Revision 1, dated April 1995, Commission Final Policy Statement, "NRC Final Policy Statement on Technical Specification Improvements for Nuclear Power Reactors," published on July 22, 1993 (58 FR 39132),

10 CFR 50.36, "Technical Specifications," as amended July 19, 1995 (60 FR 36953), and Requirements in the CTS.

The goal of the four licensees was to make the ITS for the plants as similar as possible, and to reduce the costs and approval times for their conversion applications.

Therefore, this review was a joint effort of all of the four licensees.

MEETING

SUMMARY

The agenda for the meeting is the first page of Attachment 2. The purpose of the meeting was to have a free and open exchange of ideas and thoughts between the NRC and the licensees based on their experiences in the recently completed effort to develop and issue the ITS for the four facilities.

The staff and licensees should agree on the format for the required information (including the tables) describing the changes to be submitted to the staff and the licensees should explain, in a meeting with the staff, how the format has been implemented in the submittal,

~

The staff should minimize the time between the agree-upon submittal of the required information and the beginning of the staff review,

~

Changes in the personnel involved in the review for the licensees and the staff should be minimized to avoid disruptions in the review, Have frequent conference calls and meetings during the review to discuss the proposed changes with correspondence to document the decisions made by the licensee and the staff, and

~

The joint effort of the licensees for the above facilities resulted in a better and more similar ITS, and at a lower cost for each plant.

The licensees completed their discussions with the staff and the meeting was closed.
