0 Meetings were conducted on October 13 and 14, 1998, between the Nuclear Regulatory Commission (NRC) staff and the above licensees.

The meetings were held at the request of the licensees to discuss the licensees'esponses to the staffs requests for additional information (RAls) on the licensees'pplications for the conversion of the current Technical Specifications (CTS) to the Improved Technical Specifications (ITS) for the above facilities. The notice for the meeting was issued on October 8, 1998. The meeting was arranged the week before the notice was issued and had to be conducted to meet the schedule to issue the first ITS amendment by the end of 1998.

Attachment 1 is the list of attendees. is the handout provided by the NRC staff to the licensees at the meeting. Attachment 2 is a seven-page table for ITS Section 3.6 and a single-page statement of an ITS Section 3.4 issue.

The table cross references the RAI question numbers for ITS Section 3.6 with the applicable licensee.

The RAI question numbers and licensee applicability that are ggf blacked'out are the RAI responses that were discussed in the meeting.

The dates of the Section 3.6 RAI responses from the licensees are listed in the second table on the next page for ITS Section 3.6.

In October 1995, the four licensees formed a joint effort to convert the CTS to the ITS for the plants, and, in letters dated May 15 and June 2, 1997, the licensees submitted applications for each of their plants.

This is discussed in more detail in the previous meeting summaries issued August 28 and October 16, 1998, for the meetings held with the licensees during the weeks of August 10 and September 14, 1998. The previous meetings were on other ITS sections being reviewed during the conversion.

Since the above applications, the staff has issued RAls to the licensees on the following dates:

I The agenda for the meeting was for the licensees and the staff to discuss the staffs review of the licensees responses,to the staff's RAls for the following ITS sections:

ITS 3.6, "Containment Systems" ITS 3.4, "Reactor Coolant System" The intent of the discussion on ITS Section 3.6 was for the licensees to understand the staffs comments on the licensees'esponses and the staff to understand how the licensees intended to respond to the comments.

The licensees will provide their responses in later submittals and it is only these responses that the staff willaddress in its safety evaluations for the conversion amendments.

The ITS Section 3.4 issue that was discussed is given in Attachment 2. This was discussed in the meeting only to make the licensees aware of the issue.

The licensees responses to the issue will be addressed later.

The licensees completed their discussions with the staff and the meeting was closed.

There were no decisions by the staff.
