SUMMARY

ON IMPROVED TECHNICALSPECIFICATIONS (ITS) CONVERSION, ITS SECTIONS 3.3 AND 3.7 (TAC NOS. M98738, M98778, M98779, M98803, M98984, AND M98985)

TRODUC 0 Meetings were conducted from Tuesday, August 11, 1998, to Friday, August 14, 1998, between the Nuclear Regulatory Commission (NRC) staff and the above licensees.

The meeting was held at the request of the licensees to discuss the requests for additional information (RAls) from the NRC staff on the licensees'pplication for the conversion of the current plant Technical Specifications (CTS) to the Improved Technical Specifications (ITS). The notice for the meeting was issued on August 7, 1998.

Attachment 1 is the list of attendees, and Attachment 2 is the handouts provided by the NRC staff at the meeting. contains the following:

Schedule for completing the conversion for the four plants.

Staff guidance forjustifying CTS change categories, dated August 11, 1998.

List of TSTFs proposed by the licensees for the conversion, dated August 10, 1998.

Copy of tables issued by the staff in the RAI for ITS Section 3.3, "Instrumentation."

Copy of the staff's RAI for ITS Section 3.7, "Plant Systems."

The acronym TSTFs identifies generic changes to the Standard Technical Specifications (STS) through the NRC/Nuclear Energy Institute's Technical Specifications Task Force (TSTF) change process.

The list of TSTFs in Attachment 2 shows which TSTFs have been approved and which are still under staff review.

In the discussion on ITS Section 3.7, the licensees had questions as to what the staff meant by the comments in several cases.

The staff requested any technical concerns the licensees had with the comments.

The licensees pointed out that the comments concerning where certain information was being moved to in the conversion was answered in Enclosure 3B to their applications for each plant. Attachment 3 is the information from Enclosure 3B for the ITS Section 3.7 comments listed in the attachment.

The licensees handed out Attachment 3, and the staff verified that the information was correct and that Enclosure 3 to the applications provided the information needed by the staff. These comments were withdrawn from the RAls that were issued to the licensees in letters dated August 14, 1998. The licensees will provide its response in a submittal and it is only this response that the staff willevaluate in its safety evaluation for the conversion amendments.

The licensees completed their discussion with the staff on the staffs comments for ITS Section 3.3 and 3.7, and the meeting was closed.
