TECHNICAL INFORMATION REGARDING DOW CORNING INVESTIGATION

In conjunction with this investigation, H. "Tak" Takahashi of.Dow Corning 1
e l-was interviewed and provided documents related to the Dow Corning change of formulation on Dow Corning 3-6548 RTV Silicone foam in November 1984.- On j
pages 26-31 and 51-52 of the attached interview, Takahashi discusses the formulation change and testing.
t Included in the documentation were five fire tests conducted by Dow Corning t
at CTL in Skokie, Illinois. These tests were-represented to be " side by side" tests of the original formula material with the re-formulation silicone foam.
It is requested that the Plant Systems Branch review the enclosed materials to
. determine if:
The tests of the post formulation change. silicone foam _ meet NRC acceptance criteria. Additionally, please include in your review l
if testing conditions and' tested' configurations were adequate per i
relevant industry standards accepted by NRC guidance.-
The side by side analysis of the Dow Corning silicone foam indicates any difference in fire performance. A Dow Corning l'
memorandum dated January 8,.1984, to BISCO provides the lot numbers of both the new and old formula materials-Please provide OI:RIII with the results of your analysis by October 21, 1994, if possible.
I have also attached a copy of Mr. Takahashi's OI interview for explanation and. clarification of the Dow Corning documents.
