You should be well aware of the necessity for extra precau-tions your field technicians have to take when pouring the silicone foam in large penetration openings often found in power generating plants.

Based on data generated from extensive internal experiments and additional field obser-vations at power plant construction sites, a Dow Corning team led by Dr. James Falender has developed the attached technical recommendations.

If.your current field installa-tion manual does not addres.s those points covered in our recommendations, we strongly suggest you take immediate actions to revise it so that they will be included.

Please note Items No. 1, 2, 4 and 6 in the recommendations should always be adhered to.

Please also note Items No. 3 and 5 are somewhat complementary.

When forced to pour the silicone foam under environmental conditions exceeding the temperature / humidity limits set forth in Item No. 3, the modified installation technique suggested in Item No. 5 should be employed.

Under favorable ambient and instal-lation conditions, this method may not always be required.

Should you want to gain ANI acceptance to allow the modified foam installation technique utilized in your own ANI approved sealing systems, please write to Mr. W. Barnhoff 6f ANI with a copy of the PCA fire test report which is attached to the technical recommendations.

ANI is now aware t

of this method and the equivalency in fire endurance proper-ties of the silicone foam poured either by the regular or modified methods.

Rather than issuing a blanket approval for the modified method to Dow Corning, however, ANI has elected to issue acceptances to individual ANI license l

It took a total of 9 lifts (including the touch up pour) to install 12 inches thick foam in the test slabs.

Between the pours, waiting time of minimum 15 minutes was allowed.

(Approximately 50 minutes waiting time was given between the 6th and 7th pours due to the interruption of the foam installation by the hose stream test.) Proper care was taken to allow the liquid foam to flow and (fil gaps between cables by wiggling them during foam injection.

(Note: The insufficiently mixed foam which flowed in gaps between cables while the mixing blade of the gun was slipping was allowed to stay in place due to the difficulties of removing it.)

There were two areas which were noted for future improvements in the silicone foam installation.

They are:

Proper maintenance of the mixing equipment and its parts i

(especially the mixing gun).

b.

Installing lids or covers over the reservoir tanks of the mixing equipment in order to avoid foreign materials falling into the liquid components of the silicone foam.

From this comparison matrix, please note the following:

1.

Average sample densities were derived from their respective Q.C. File, " Batch Sample Density Records."

2.

Average Sample densities for all tests varied only 8% max.

Cure time appears to have had no substantial affect on the inability of reasonably identical seals to withstand a 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> exposure to increasing atmospheric temperatures, per the ASTM-E119 time vs. temperature curve.

A very substantial decrease in expansion and vibration of the unexposed seal surface was apparent during tests where permanent damming was installed, (see:

" Notes Indicated During Test").

Once again, cure time appeared to have no affect.

5.

Final cable and surface temperatures dropped considerably when seals consisting of 10" of silicone foam and 1" of permanent damming were tested.

6.

Before testing #TR-189, Trial #1 and #2; damming was removed from all conduits whenever possible.

In chis respect, final cable, conduit surface, and conduit and seal temperatures showed a marked decline by simply using 1" of permanent damming around conduits and within the blockout.

During our post test observations, it was noted that the maximum

, amount of seal ablation decreased from approximately 8 to 9" for Tests #TR-190, Trials #1 and #2 to 4 to 5" for Test #TR-190, Trial #3.

It was also noted, that whereas 2 to 3" of the aluminum conduits in Test #189, Trial #1 had burned away; the aluminum conduits in #TR-189, Trial #2 remained basically intact.

Foam Sbrinkage It is normal to observe nominal shrinkage of the silicone foam 24 to 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> after its installation, which is attributed to gradual pressure relief upon completion of the foaming reaction and thermally induced contraction when the material is cooling down i

from the mildly exothermic reaction. The nominal shrinkage of the silicone foam may be observed as either concave surface or gap formation at perimeters of penetration openings, depending on sizes of openings, adhesion of the foam to the side of an opening, etc.

If such gaps are no more than one third of the total depth of the silicone foam and are no larger than 3/8 inch in width, there should be no adverse effects on the fire resistant performance of the silicone foam firestop assembly.

If, however, gaps are deeper and/or vider than the above lirits, repair work is recommended.

Applying beads of DOW CORNING @ 96-081 RTV Adhesive / Sealant to fill gaps in approximately one inch depth is the recommended repair procedure.

2.

Foam Delamination (Layering)

There are external end installation conditions which are identified to cause foam delamination.

Included are high moisture content in air (absolute humidity) when the foam is installed, air-borne contaminants, and poor installation techniques. Adhering to a proper installation procedure ensures to minimize foam delsmination as long as there is no gross air-borne contamination in existence, i

A penetration sealing design which incorporates alumina-silicate boards as permanent damming along with minimum 9 inches of the silicone foam, is considered to have additional safety factors built in to pass the 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> rated ASTM E-119 test criteria. While more critical sealing designs constructed with a 12 inches thick foam without permanent damming boards require special precautions to opt {mize installation of the foam in a larger free area (over 400 in without any penetrating items in a floor opening), foam 3

installation in designs with the permanent damming boards can be

'j handled in an expedient manner. For example, instead of waiting

for 15 minutes between the foam pours, a 5 minute waiting period l

should be sufficient for installation of the foam in a foam / perma-nent damming design.

Mixing Ratio Check j

It is recommended to conduct mixing ratio check of foam dispensing equipment at least once every shift at the beginning of each shift.

During the field observation which followed the meeting, I had oppor-j tunity to inspect two silicone foam penetration seals which had been suspected of posing foam shrinkage problems. Neither one of the 4

seals exhibited gsps greater than the maximum allowable limits described earlier in this letter. The appearance of thoce two foam seals was a typical one I have seen at many other nuclear power plants, and I could not find any defects in them.
