REPORT OF INTERVIEW WITH WILLIAM J. McHUGH JR.
i on November 10, 1994, William J. McHUGH, Jr.. Division Manager, RADIAN CORPORATION (RADIAN), 7831 N. Nagle Avenue, Morton Grove, Illinois, was interviewed by NRC:01 Investigators Richard C. Paul and Joseph M. Ulie at Morton Grove, Illinois. At McHUGH'S request, Paul J. HELMER, President, Paul J. Krez Company attended the interview as McHUGH's personal representative.
McHUGH said that RADIAN is a wholly owned subsidiary of Paul J. Krez Company and is a distributor of fire stop material to the commercial market. McHUGH said that he has been employed by RADIAN since 1990. McHUGH said RADIAN is a licensed distributor of DOW CORNING 3-6548 RTV Silicone Foam but not a power applicator. McHUGH was unaware of any contractual restrictions by DOW CORNING on selling the DOW CORNING silicone foam to the nuclear industry.
McHUGH commented that RADIAN supplies DOW CORNING 3-6548 Silicone Foam to the nuclear industry. According to McHUGH, RADIAN is a distributor only of the DOW CORNING silicone foam and does not provide installation services or fire qualification testing for the DOW CORNING material that RADIAN provides to the nuclear industry. McHUGH mentioned that DOW CORNING does provide a cer-tificate of conformance related to the properties of the silicone foam which RADIAN passes on to their customers. McHUGH was unfamiliar with the require-ments of 10 CFR Part 50, Appendix B, but had heard of Part 21 requirements but could not recall any of the specifics of the regulation.
McHUGH later allowed the OI investigators to review RADIAN's contract with DOW CORNING.
10 CFR Part 21 is mentioned as applicable to sales of the foam to the nuclear industry and requires RADIAN to notify DOW CORNING of any Part 21 issues. McHUGH said RADIAN has not been contacted by any of its nuclear customers regarding problems with the DOW CORNING silicone foam.
McHUGH said he is unaware of any settlements or legal actions with DOW CORNING over the silicone foam's performance by RADIAN.
