. 2.0 ' OVERVIEW 2.1 Technical Specifications Section 6 " Administrative Controls" specifies the minimum shift crew composition.

3.0 POLICY 3.1 Minimum shift crew composition is specified in Tech Spec section 6 " Administrative Controls" table 6.2-1.

3.2 During Plant startups, shutdowns, and under abnormal conditions, the Shift Manager will be expected to monitor plant parameters closely and minimize his time out of the Control Room. Strict compliance to this requirement is a must during situations when ,

the other Control Room Operators have been newly upgraded to their particular j position or the operating shift has worked limited hours together as a team.

3 .3 A Fire Brigade Advisor (FBA) will be assigned to each shift at all times. The FBA is a pd qualified PEO or CO who has completed Fire Brigade Initial Training and is SCBA i

qualified. The FBA provides technical / plant operation knowledge and advice to the Fire Brigade during a fire.

3.4 > The Technical Support Center (TSC) SRO (call-in) position will be maintained by a qualified Shift Manager or US.

3.5 At minimum , there shall be one licensed operator in the surveillance area at all times in addition to the Shift Manager or Unit Supervisor in the Control Room.

3.6 The licensed operator in the surveillance area is the on-shift Control Operator unless relieved by another licensed operator who has met the normal relief requirements.

3.7 A licensed operator may leave the surveillance area only while verifying receipt of annunicators or to initiate corrective actions resulting from an emergency. During this period, the licensed operator is restricted to the Control Room.

3.8 The SM/US is responsible for assigning Operators to fill required shift vacancies of short duration due to sickness, personal time, etc.
