Project Manager Stone and Webster Engineering Corporation CPSES COMANCHE PEAK STEAM ELECTRIC STATION ENGINEERING ASSURANCE SURVEILLANCE REPORT: EASR 87-77 LEAD CONTRACTORS COMPLIANCE TO PROCEDURE ECE 1.01 A surveillance of SWEC-PSE's Implementing Procedures (IP) was conducted December 10 through December 15, 1987 by Comanche Peak Engineering - Engineering Assurance (CPE-EA).
I.
PURPOSE The* surveillance was conducted to verify on a limited basis SWEC-PSE compliance with the requirements of procedure ECE 1.01, Revision 1, "Organization."
II.
SCOPE The surveillance reviewed 32 SWEC PSE Implementing Procedures and 104 Project Memoranda (PM) verifying procedural references were current and consistent with manual indexes as a basis for verification of procedural compliance. A listing of the procedures reviewed is provided in. is a listing of personnel contact.ed during the surveillance and those in attendance at the exit briefing.
III.
SUMMARY
The surveillance found that 3 of the SWEC-PSE's Implementing Procedures were not in full compliance with procedure ECE 1.01 requirements because they contain ECE and/or PP Procedures which were superseded.

Action Responsibility SWEC-PSE Observation No. 2 a
The SWEC Procedure CPPP-7 currently has 42 PMs outstanding to supplement the document. The practice of allowing this many-PMs against a procedure makes it time consuming to review and determine procedural and/or technical requirements.

The review and approval of the PMs do not have the same requirements as the SWEC-CPPP's.
For example, review and approval by the Project Manager and Project Engineer (s) is required for CPPPs.
PMs are reviewed and approved by only the Project Manager.
V.
DISCUSSION / EVALUATION:
Engineering Assurance recommends SWEC-PSE perform a complete review of IPs
-to assure compatibility to ECE procedures. Additionally, SWEC-PSE needs to i
determine the impact, if any, of their activities being performed to procedures with inconsistencies identified'as the result of the review and this surveillance.
A written response to the Observations identified herein is to be submitted not later than January 29, 1988. The response should include the cause of the l
findings reported, extent of condition, action to resolve the reported condition, action to prevent recurrence, and scheduled completion dates.
