Distribution January 14, 1988 COMANCHE PEAK STEAK ELECTRIC STATION ENCINEERING ASSURANCE SURVEILIANCE REPORT; EASR 87-79 CONTROL OF LEAD CONTRACTOR PROCEDURES A' surveillance of Lead Contractors (LC) Procedure Manuals was conducted December 14 through December-31, 1987 by Comanche Peak Engineering -
Engineering Assurance (CPE-EA).

PURPOSE The purpose of the surveillance was to verify that Lead Contractor Procedure Manuals were controlled and updated in accordance with individual organization requirements and instructions.
II.
SCOPE l
The surveillance was conducted on a basis of 1006 check of each manual examined. A total of 22 randomly selected Lead Contractors. manuals were examined. A listing of procedures reviewed, personnel contacted during the surveillance and those in attendance at the exit briefings is provided in attachments 1 through 6.
III.
SUMMARY
The surveillance revealed numerous cases where manual updating is a i
problem. The surveillance also revealed that the interim chango system requires more clarification in regards to flagging paragraph or sentence
-changes in the body of the procedure when a new page is not issued with the change.

NE 15932 2-OBSERVATIONS Attachments 1 through 6 are listings of observations identified during the surveillance. Action responsibility is noted on each individual Lead Contractor listing.
V.
DISCUSSION / EVALUATION Engineering Assurance recommends Lead Contractor's conduct frequent manual surveillances within their organization and if the results show a continued problem. withdraw manuals that are not being properly maintained.
Additionally, Lead Contractors need to determine the impact, if any, of activities being performed to procedures with revision status out of date.
No response is required where observations cited in the surveillance were noted:
"Corrected during Surveillance."
A written response is required addressing the observations identified in this report no later than February 15, 1988. The response should include the cause of the findings reported. extent of condition, action to resolve the reported condition, action to prevent recurrence, and scheduled completion dates.
