Stone and Webster Engineering Corporation CPSES COMANCHE PEAK STEAM ELECTRIC STATION ENGINEERINC ASSURANCE SURVEILIANCE REPORT: TSR 87 59' LEAD CONTRACTORS COMPLIANCE TO PROCEDURE ECE 1.01 A surveillance of SWEC CAP's Implementing Procedures (IPs) was conducted November 23 through November 25, 1987, by Comanche Peak Engineering -
Engineering Assurance (CPE-EA).
I.
PURPOSE i
The surveillance.was conduqted to verify on a limited basis SWEC CAPS

compliance with the requirements of procedure FCE 1.01, Revision 1, i
"Organization."
I II.
SCOPE The surveillance reviewed 62 SWEC CAP Implementing Procedures verifying procedural references were current and consistent with manual indexes as a basis for verification of procedural compliance. A listing of the procedures reviewed is provided in Attachment 1. is a listing of personnel contacted and those in attendance at the exit briefing.
III.
SUMMARY
The surveillance found that 19 of the SWEC-CAP's Implementing Procedures were not in full compliance with procedure ECE 1.01 requirements because they contain ECE and/or PP Procedures which were deleted or superseded.
IV.
FINDINGS DEFICIENCIES : None DISCREPANCIES:
DISCREPANCY NO. 1 PP-009, paragraph 6.2.5, page 10 of 13, bullet 4, states in part:
"Distribution shall be made utilizing SWEC transmittal form indicated on the Calculation Title Page and shall include, as a minimum the following:

Section 6.1.7.6 does not exist in the current procedure.
DISCREPANCY NO. 2 PP 053, paragraph 3.0, "References", lists ECE 6.08-PE-I3; A review of the current Table of Contents for ECE procedures indicates no such procedure exists.
Action Responsibility : SWEC-CAP OBSERVATIONS: is a list of observations identifying inconsistencies with references cited in the SWEC-CAP IPs.
Action Responsibility : SWEC CAP V.
DISCUSSION / EVALUATION:
ES;ineering Assurance recommends SWEC CAP perform a complete review of IPs to assure compatibility to CPE - ECE procedures. Additionally, SWEC CAP needs to determine the impact, if any, of their activities being performed l
to procedures with inconsistencies identified as the result of the review and this surveillance.
A written response to the Discrepancies and Observations identified herein is to be submitted not later than January 15, 1988. The response should include the 7
cause of the findings reported, extent of condition, action to resolve the reported condition, action to prevent recurrence, and scheduled completion dates.
