.f ENCLOSURE 1 NOTICE OF, VIOLATION Florfda Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. DPR-72 During the Nuclear Regulatory Commission (NRC) inspection conducted'on April 16

- May 11, 1988, a violation of NRC requirements was identified. In accordence with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the violation is listed below:

Technical Specification (TS) 6.8.1 requires the implementation of written procedures for those activities recommended in Appendix "A" of Regulatory Guide 1.33, November 1972, and for surveillance activities of safety related equipment.

Regulatory Guide 1.33, Appendix "A", Section C.6 recommends procedures for operation of the~ component cooling water systems.

Operating procedure OP-408, Nuclear Services Cooling System, Valve Checklist I, requires valve SWV-13 to be in the open position.

Surveillance .procsdure SP-349B, Emergency Feedwater Pump (EFP-2) Monthly Operability Demonstration, specifies the proper oil level for the pump bearings in step 9.1.22.

Contrary to the above:

1) On April 26, 1988, procedure SP-349B was not implemented in that the pump bearing oil . level was outside of the limits specified in the procedure.
2) On May 6,1988, procedure OP-408 was not implemented in that valve SWV-13 was in a closed position instead of an open position.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Florida Power Corporation is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Crystal River 3, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include: (1) admission or denial of the alleged violation, 8306300194 880614 PDR ADOCK 05000302 Q DCD

'(2) the reason'for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, 'and (5) the date when full compliance-will be achieved. Where good cause is shown, consideration will be given to extending the response time.
