NRC STAFF'S EVALUATION OF THE BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2, INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS (IPEEE) SUBMITTAL (TAC NOS. M83598 AND M83599)
Dear Mr. Keenan:
By letter dated June 311995, as supplemented on April 18,1996, and August 16,1996, Carolina Power & Light Company (CP&L) provided its response for the Brunswick Steam Electric Plaat Units 1 and 2 (BSEP) to Generic Letter (GL) 88-20, Supplement 4, " Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities - Title 10 CFR 50.54(f)," dated June 28,1991. GL 88-20, Supplement 4, requested that each licensee perform an IPEEE to identify plant-specific vulnerabilities to severe accidents and to report the results to the NRC together with any licensee-determined improvements and corrective actions.
With contractor assistance, the NRC staff performed a " Step 1 review" which examined the results of CP&L's IPEEE for the BSEP for their " reasonableness" considering the design and operation of the plant. The staff's and contractor's findings are summarized in the enclosed evaluation package consisting of-(1)
The Staff Evaluation Report (SER)(Enclosure 1).
(2)
The contractor's Technical Evaluation Report (TER) on the " submittal-only" review of the BSEP IPEEE (Enclosure 2).
I Based on its review, the staff has concluded that the IPEEE process utilized by CP&L for l
evaluating the BSEP is capable of identifying the most likely severe accidents and severe accident vulnerabilities and, therefore, that the BSEP IPEEE has met the intent of Supplement 4 to GL 88-20.
The following set of generic safety issues applicable to BSEP were identified in Supplement 4 to GL 88-20 and its associated guidance in NUREG-1407, "Procadural and Submittal Guidance,"
as needing to be addressed ns part of the IPEEE:

Fire Risk Scoping Study issues.
The staff found that CP&L's evaluation of each of these issues was consistent with the guidance in NUREG-1407 and, therefore, the staff considers these issues resolved.
Subsequent to the issuance of GL 88-20, the staff determined that the plant-specific analyses being requested in the IPEEE program could also be used, through a satisfactory IPEEE submittal review, to resolve the extemal event aspects of the following four additional GSis:
(1)
GSI-147," Fire-Induced Altemate Shutdown / Control Room PanelInteractions;"
(2)
GSI-148, " Smoke Control and Manual Fire-Fighting Effectiveness;"
(3)
GSI-156, " Systematic Evaluation Program;" and (4)
GSI-172, " Multiple System Responses Program (MSRP)."
On the basis that no potential vulnerability associated with these four additional issues was identified in the IPEEE submittal, the staff considers GSI-147 and 148 resolved for BSEP and the IPEEE-related aspects of GSI-156 and 172 resolved for BSEP.
