CRGR ENDORSEMENT OF THE OP. LIC.-RULE
.In response to a memorandum from. Frank J. Miraglia to Thomas T. Martin,
" Request for Endorsement of Final Rule on Initial Licensed Operator Examination Requirements," dated September 23,.1998, CRGR received a request for' endorsement of the revised subject rule. In the context of the Committee's backfit-related concerns (which were. documented in the CRGR memo to the EDO and also in the minutes of the CRGR Meeting No. 321), based on a cursory review of the draft Commission Paper, the CRGR staff concluded that consistent with the Committee's recommendations, the staff appears to have adequately addressed the backfit issue.by making implementation of this rule as voluntary; made conforming changes in the rule and in the "backfit analysis" section of the draf t Federal Register Notice; and reported to the Commission the EDO's action taken in response to the CRGR recommendations, as required by the CRGR Charter, Revision 6,Section IV.D.
The CRGR Chairman has accepted the CRGR staff's recommendation to endorse this final rule for issuance.
