ninth update of the Big Rock Point Integrated Plan. Attachment 1 contains an index of all issues and identifies them by category, rank, description and status. Attachment 2 is a list of all open issues and contains detailed scope statements, status, and applicable scheduled completion dates.
This update report vot1d normally have been submitced in August. It has been !
delayed approximately three weeks, as discussed with our NRC Project Manager, to allow a meeting of the Big Ro'.x Point Technical Review Group (TRG) to be conducted prior to submitting the update, thereby permitting TRG input into its preparation.

One meeting of the Big Rock Point Technical Review Croup has been held. As a i result of the meeting, which was conducted in September, 1988, one new issue i was added to the Integrated Plan, one issue was cancelled, and four issues were reranked. j ISSUES ADDED

ISSUES CANCELLED Issue B-018. High Pressure Recycle (liPR), was cancelled on the basis that the proposed high pressure recycle procedure was not approved by the Big Rock Point Plant Review Committee. Further justification for cancellation is the fact that recently implemented symptom oriented Emergency Operating Procedures (EOPs) do not rely on HPR for ensuring the integrity of the containment vessel following certain postulated accident sequences. (HPR had been proposed as a nethod to enhance the capability to cool and recycle containment sump water under certain LOCA sequences.)

BN-014C Seismic Adequacy of Active Components. The scope of this issue has been changed such that its resolution will be in concert with that proposed by the Seismic Qualification Utility Group (SQUG).
To facilitate documentation and tracking, the issue number was changed to BN-014C. (Issue BN-014B is considered closed.)
3-104A core Spray Pump Suction Strainer Blockage. A reanlution to this issue was proposed and consists of the installation of screens to stop debris which might have potential to clog the core spray pump suction strainers. This resolution was ranked and the issue number was changed to B-104A. (Issue B-104 is considered closed.)
3-ll5A Alternate Source of Make-up to the Condenser llotwell. A resolution to this issue was proposed and consists of the addition of automatic isolation capability to the fire water supply to the condenser hotwell. This feature will ensure that this flowpath does not degrade the core spray system and will protect the main condenser hotwell from being overfilled by firewater. This resolution was ranked and the issue number was changed to B-115A.
(Issue B-115 is considered closed.)
B-126A Station Air System Upgrade. A resolution to this issue has been proposed and includes the addition of instrumentation to permit monitoring and trending the performance of the installed air compressors, as well as the installation of an additional compressor to augment the service air system. Other items in the resolution include development of a leak test program to monitor the performance of components operated by the station air system and review / modification of the preventive maintenance program for the system. The Technical Review Group noted that the proposed resolution for this issue supports resolution of concerns identified in Generic Letter 88-14 This resolution was ranked and due to the change in scope the issue number was changed to B-126A. (Issue B-126 is considered closed.)

the implementation of recommendations made in an earlier study to

improve system performance. Of seven recommendations, five have been implemented as recommended. Alternative resolutions have been implemented for the remaining two.
i B-36A EEQ Program Enhancements. EEQ files have been updated and administrative controls strengthened to provide assurance that the files will be maintained current.
1 B-114 Recire Pump Room Lighting. Modifications to improve lighting in the recire pump room were completed during the 1988 Refueling Outage.
B-116 Cleanup Demin Pit Handrail. Necessary modifications to improve access to the cleanup demineralizer room (pit) were completed during the 1988 Refueling Outage.
B-118 Spent Fuel Pool Underwater Filtering System. Necessary modifications were completed during the 1988 refueling outage.
B-120 Access to Recirc Pump Room Heat Sensors. A revised test method has been developed which eliminaten the need for equipment modifications for the purpose of facilitating testing. In the event maintenance on the heat sensors (fire detectors) should be required, a modification package has been prepared and is ready to be installed (design complete and parts procured). Because of ALARA considerations, it is not desirable to install the 4
, modification at this time. For purposes of the Integrated Plan, this item is considered to be complete.

- B-122 Replace Station Battery. The station battery was replaced during i the 1988 Refueling Outage.
ACTIVE ISSUES FOR k'HICH SIGNIFICANT PROGRESS RAS BEEN MADE l BN-032 Emergency Operating Procedures (EOPs) Upgrade. Following completion of operator training, the upgraded E0Ps were irplemented during the 1988 Refueling Outage. Remaining work consists of updating the basis document for the plant specific
- technical guidelines, and issuing the guidelines and associated bases as controlled documents.

. Big Rock Point Plant Semi-Annual Integrated Plan Update #9 September 26, 1988 B-050A2 On Line Test of the HSIV. Since inception of the on line test program 34 tests have been conducted successfully. Sixteen more tests are needed to permit updating the HSIV reliability study; it is anticipated these will be completed during 1989.
B-082 Reactor Depressurization System (RDS) Reliability Improvements.
Modifications to reduce depressurization valve pilot leakage and related down time were implemented during the 1988 refueling outage. One change installed redesigned internals in two depressurization valve pilot valves. Depending upon the degree of success with this modification, a decision to rodify the remaining pilot valves will be made at a later date. Although insufficient operating time with the redesigned pilot valves has occurred to make a conclusive statement with respect to reduction or elimination of pilot leakage, it is noted that the redesigned pilot valves have not leaked since plant startup in July, 1988.
In addition to modifications to piloc valve internals, the pilot valves have been relocated such that the capability te Lolate and remove them from the system with the plant on lir,s now exists.
The relocation may have some benefit in pilot leakage reduction, but the principal benefit will be in the reduction or elimination of plant down time to allow repairs of a leaking pilot valve. To eliminate the performance of on-line "pop" tests as a cause of pilot valve leakage, a proposec' change to the Big Rock Point Technical Specifications has been submitted to replace the 90-day "pop" tests with full-stroke exercise testing. The full-stroke exercise testing will be conducted each refueling outage. The scope of this issue resolution has also been expanded to include determinstion of a more ef ficient method of full-stroke exercise testing, and to determine the cause of binding which was noted during testing of the depressurization valves during the 1988 refueling outage.
B-111 Replacement of Neutron Honitoring Instrumentation. During the 1988 Refueling Outage, the power range and log-N instruments were replaced with wide range instruments. Source range instruments had previously been replaced during the 1987 Refueling Outage.
The remaining work consists of performing a software validation and verification program, and resolving a c'eficiincy in the rod block circuitry.
B-ll3 Relief Valve Failures Investigation.
A number of changes to improve relief valve performance have been implemented and include ,
- Revisions to test procedures and modifications to test f equipment. l
- Replacement of internals for selected relief valves. '

- Relief setpoint changes.
The effects of these changes will be monitored to verify that relief valve problems have been adequately addressed. Closecut of this issue is anticipated prior to the end of this year.
B-121 Control Rod Drive (CRD) System Improvements.
The internal seals on one control rod drive have been modified f.a an effort to reduce internal leakage. Larger flow control valves have been installed on another drive in order to compensate for increased internal leakage. The effectiveness of these modifications will be evaluated prior to making any other changes to the CRDs.
