Lipinsky, Quality Assurance / Quality Control Manager, OB Cannon and Sons Company, given before the NRC Atomic Safety and Licensing Board (ASLB) between November 19-21, 1984, concerning Comanche Peak Steam Electric Station was reviewed.
Lipinsky related during his testimony that he did not believe he was harassed, intimidated, or unduly pressured by
& Cannon or the Texas Utilities Generating Company (TUGCO) to change his
' August 8, 1983, Trip Report regarding the evaluation of the Comanche Peak paint coatings program he conducted in conjunction with a consulting services contract between 08 Cannon and TUCG0.
Lipinsky's testimony also provided no indication that he ever reported to the NRC that he was being harassed or intimidated as.a result of the findings in his Trip Report.
Investigator Note:
The bound in prefiled Testimony of Joseph J. Lipinsky and the bound in Affidavit of Joseph J. Lipinsky were extracted from the ASLB Testimony of Lipinsky dated November 19, 1984. The testimony and affidavit are attached as exhibits to this 0IA Report of Investigation.
During the ASLB testimony, Lipinsky reaffirmed the truthfulness of the informatio' n in both documents.
