Cannon and Sons, Philadelphia, Pennsylvania, a discussion was held with Joseph Gallo, an attorney with the law firm of Isham, Lincoln, and Beal, 1120 Connecticut Avenue N.W., Washington, D.C. Gallo is Lipinsky's legal representative.

Galio stated that Lipinsky is currently in the process of testifying before

the Comanche Peak Atomic Safety Licensing Board (ASLB) concerning his inspec-tion of the Comanche Peak paint coatings program and the memorandum he subse-quently prepared to document his findings. Additionally, Lipinsky has been testifying on.the issue of intimidation and harassment of quality control inspectors at Comanche Peak. Those individuals testifying before the ASLB have been placed under a " Sequestration Order" not to discuss their testimony with one another or with any other third party. Because the proposed OIA

. interview of Lipinsky would be directly related to the matters testified to by Lipinsky before the ASLB, it would not be possible for Lipinsky to be inter-viewed by OIA.

Gallo commented that his firm would have no objection'if OIA petitioned the '

, ASLB and had the order prohibiting an interview of Lipinsky lifted.
