Dear Mr. Carpenter:
The Commission has asked me to reply to your letter of January 31, 1986 regarding the Office of Inspector and Auditor's (OIA) report of its investigation on GAP's allegations concerning claimed actions of Region IV staff in connection with Comanche Peak.
I am reliably informed that NRC did not receive a Freedom of Information Act request from GAP for this report until March 4, 1986.
Meantime, the Commission, responding to your January 31 letter, had decided to release the report and its attachments, except for minimal deletions to protect the privacy and confidentiality of certain individuals.
The Commission believes that the integrity of its decisionmaking processes demands that those reporting to the Commission be completely free to express their opinions and make recommendations.
A copy of the report, as excised, has been placed in the NRC Public Document Room.
