This letter refers to the inspection conducted by Mr. Kent M. Prendergast of I
this office on July 19-21, 1988 of activities duthorized by NRC License Number I
DPR-54, and to the discussion of our findings held by Mr. Prenderaast with Mr.
B. Croley, P. Lavely, and other members of your staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the enclosed inspection
I report. Within these areas the inspection consisted of selective examinations
,
of procedures and representative records, interviews with personnel, and
I
observations by the inspector.
Based on the results of this inspection, it appears that osse of your
activities was not conducted in full con 11ance with NRC requirements as set
forth in the Nctice of Violation, enclosed herewith as Appendix A.
Your response to this Notice is to be submitted in ar c-h..a with the
provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.
During this inspection it was also noted that two of your contracts with
offsite agencies to provide additional support during an emergency had
expired. Acccrdingly, we request that in addition to the required response to
the Notice of Violation you review your methodology for maintenance of
contracts with offsite agencies and advise us of what accions you intend to
take to assure that necessary contracts are maintained.
In accordance with 10 CFR 2.790 of the Commissions regulations, a cob -
this letter and the enclosure will be placed in the NRC's Public Document
Room.
