APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license, r
i This application for amendment proposes changes to page 4, and to Tables 3.1-1 and 3.2-1 of the James A. FitzPatrick Technical Specifications.
Page 4 will be changed to delete the reactor i
protection scram bypass in the definition of Startup/ Hot Standby.
Table 3.1-1 will be changed to delete the requirement for a reactor scram on main steam isolation valve (MSIV) closure in the refuel and startup modas.
Note 3 to the Table will be deleted.
It established 1005 psig as the reactor pressure below which the scram is bypassed.
Reference to Note i
7 will be added for MSIV closure on low condenser vacuum (LCV).
This will retain main steam line (MSL) isolation in the run mode.
Note 8 will be changed to read, "Bypassed when mode switch is not in run mode and turbine stop valves are closed."
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License.
The Safety Evaluation for the proposed changes is included as Attachment II.
