Inspection 50-219/86-02
This refers to the routine resident safety inspection by Messrs. W. Bateman and
J. Wechselberger from January 6 - February 2,1986 and the Region based spe-
cialist inspection by Mr. R. Nimitz on January 30, 1986 to review the radiolog-
ical aspects of a diver repairing a leak in your spent fuel pool. The inspec-
tions consisted of document reviews, interviews, and observations of activities
as documented in the enclosed inspection report. The findings were discussed
with you and members of your staff at the conclusion of the inspections.
An apparent violation of NRC requirements is cited in Appendix A and categori-
zed under the NRC Enforcement Policy 10 CFR 2 Appendix C (49 FR 8583, March 8,
1984). A reply is required and should be prepared in accordance with
Appendix A.
The responses directed.by this letter and the accompanying Notice are not sub-
ject to the clearance procedures of the Office of Management and Budget as
required by the Paperwerk Reduction Act of 1980, PL 96-511.
