APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-16 As a result of the inspection conducted on January 6 - February 2,1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal Register on March 8, 1984 (49 FR 8583), the following violation was identified:

Technical Specification 3.5. A.8.a requires that all hydraulic snubbers listed in Table 3.5.1 shall be operable during all modes of operation ex-cept cold shutdown and refuel.

Contrary to the above, on January 24, 1986, during full power operations, an operable snubber listed in Table 3.5.1 (NQ-2-S7) was made inoperable to remove a part for use on a nonsafety-related snubber.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within 30 days of the date of the letter which transmitted this notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
