MEMORANDUM FOR: Robert F. Heishman, Chief, Reactor Construction Programs Branch, Division of Inspection Programs, Office of Inspection and Enforcement FROM: W. S. Little, Director, Braidwood Project, Divsion of Reactor Project, Divsion of Reactor Projects, Region III

SUBJECT:

BRAIDWOOD CAT RELATED QA CONTENTIONS As discussed with you on February 21, 1986, we would like to meet with you and the Braidwood CAT members to obtain your comments on our plans to address the CAT report issues which have become part of the Braidwood QA contention.

Attachment 1 is the QA contention that has been admitted in the ASLB OIL ,

hearing on Braidwood which begins May 6, 1986. The attached Table identifies those QA contention subparts whose source was the Braidwood CAT inspeciton documented in Inspection Report 50-456/85044; 50-457/85040. We will be preparing draft testimony on these subparts by April 1,1986 and filing the i

written testimony by April 18, 1986.

The Applicant responded (Attachment 2) in writing for all of the issues, except those in Contention Subparts IF, 5A and 12J, describing the steps they were taking to alleviate the CAT concerns and correct the identified deficiencies. For these issues we will inspect against their written comitments and write our testimony based on our inspection findings.

Attachment 3 sumarizes the current status of Region III plans for followup on each of the CAT related contention subparts, including IF. 5A and 12J for which we received no written response or commitments.

The Applicant has submitted a motion for summaruy disposition for several QA contention subparts, including CAT related Subparts SA and 12J. The Applicant's motion and supporting documentation is Attachment 4, and the Staff's affidavits supporting the Applicant's motion is Attachment 5.

In our agreed upon meeting with you in HQ on March 10, 1986 we would appreciate receiving your coments as to the adequacy of the Applicant's commitments (Attachment ?), Region III plans to resolve these issues 860304001g ggogg5 gDR ADOCK 05000456 PDR I
