This will acknowledge receipt of your letter dated August 24, 1988 and your check for $50,000 in partial payaent for the civil penalty proposed by NRC in a letter dated July 25, 1988.
It is understood from yoL, letter that Carolina Power & Light Cortpany (CP&L) admits the violations and accents the proposed base civil penalty but that CP&L objects to the proposed escalation of the civil penalty.
