CONFIRMATION OF NRC CONCURRENCE TO RESTART BRUNSWICK UNIT 1 DOCKET N0. 50-325 This letter confirms the telephone conversation on July 18, 1988, between J. N. Grace and J. H. Sniezek, NRC, and S. H. Smith, Jr., and E. E. Utley, of CP&L, regarding restart of Brunswick Unit No. 1.

The NRC concurred in restart of the unit based on the completion of hardware repairs as delineated in your letter dated July 15, 1988, and the additional commitments contained in your letter dated July 18, 1988.

We had expected CP&L to Vcvide more management oversight to observe and evaluate day-to-day operations and support activities at the facility. As we interpret your response, you feel that, for the most part, you can depend on the current line organization to find its problems and make improvements through a do-it-yourself program. We will continue to observe this area.

We await your development of a long-term management oversight plan, which we understand will include utilization of an external contractor to evaluate the facility. We hope that you recognize the need for a broad, in-depth assessment.

Our evaluation indicates that the restart of Unit 1 will require extensive NRC coverage of CP&L activities. This will include NRC oversight for all operating shifts during the restart of Unit 1 and the shutdown and restart of Unit 2 as a minimum and continuing review of plant operation by senior NRC management.
