SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NOS. 50-413/88-P5 AND-50-414/88-25)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted
by P. K. Van Dcarn and M. S. Lesser on June 26, 1988 to . July 25, ~ 1988.
Tne inspe: tion included a review of activities ~ authorized. for your Catawba
facility.
At. the conclusion of the inspection, the findings were discussed
with those members of your staff identified in the enclosed inspection report.
Areas examined during the inspection r.re identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures

and representative records, laterviews with personnel, and observation of.
activities in progress.
The inspection findings indicate that certain activities cppearedto violate
NRC reauirements.
One violation, references to pertinent requirements, and
elements to be included in your response are presented in the enclosed Notice
of Violation.
Because all of the criteria for categorization of licensee-
identified violations were met in the case of a second violation, it is not
being cited.
The details pertaining to the licensee-identified violation are
described in the enclosed Inspection Report.
In accordance with Section 2.790 of the . NRC's "Rules .of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Rooin.
The responses directed by this letter and the enclosures are not subject to the
cleararce procedures of the Office of Management and Budget as rerluired by the
Paperwork Reduction Act of 1980, Pub. L. No.96-511,
